Senior Agricultural Insurance and Rural Finance Expert

About the role

NTU International is seeking a senior expert to support the EU‑funded project for Uzbekistan’s AgriFood Development Strategy 2020‑2030. The role focuses on designing and reforming agricultural insurance systems and rural finance mechanisms to enhance resilience and sustainable development of the agri‑food sector.

Key responsibilities

• Support development and reform of agricultural insurance systems and rural finance mechanisms.
• Provide technical assistance on crop and livestock insurance, climate risk financing, and agricultural risk management.
• Develop financial products and financing mechanisms for farmers, agribusinesses, and rural enterprises.
• Advise public institutions and financial stakeholders on credit systems, guarantee mechanisms, and investment frameworks.
• Conduct analyses on agricultural finance, financial inclusion, insurance sustainability, and risk‑sharing.
• Assist in drafting regulatory frameworks, operational procedures, and institutional systems.
• Prepare financial analyses, technical studies, policy recommendations, and reform roadmaps.
• Coordinate with ministries, financial institutions, insurance providers, farmers’ organisations, and development partners.
• Deliver workshops, technical training, and capacity‑building activities.
• Support monitoring, reporting, and evaluation of finance and risk‑management initiatives.

Required profile

• Master’s degree in agricultural economics, finance, insurance, rural development, economics or a related field.
• Minimum 10 years of professional experience in agricultural finance, rural finance, insurance systems or financial sector development.
• At least 7 years of experience specifically in agricultural insurance, rural finance systems or agricultural risk‑management initiatives.
• Proven experience working on agricultural or rural development projects in developing or transition economies.
• Experience with international development cooperation and donor‑funded programmes.
